It's about walking together

Re Walking Together and New Agreement Limits Liability, May. The one article was about walking together with aboriginal people and the recommendations that go with it. There was $500,000 set aside for this along with a lot of work and time.
The other article was about the new agreement by the Presbyterian Church to the Residential Schools settlement. The Presbyterian Church is limiting its cap for compensation from $2.1 million to $1.32 million. If the church was serious about walking together with my aboriginal brothers and sisters, why is it limiting its compensation to Residential Schools survivors? I thought it was about walking together, not one walking behind the other? The Presbyterian Church is not fully committed to walking together with its aboriginal neighbors.
